You cannot check a book out from UTA unless you are a student or if you have a TexShare card from another Texas library http://www.tsl.state.tx.us/texshare/.
However, if you are affiliated with another university and their library does not have a book or article you need, you can probably request those resources through your library's Interlibrary Loan office. You will have to contact the reference desk of your library to find out your library's process.
